Chinese toddler seen smoking a cigarette while onlookers laugh

Video footage showing a Chinese toddler smoking a cigarette in the street has sparked outrage.
The child is believed to be aged between two and three.
He is seen sitting on a stool as he takes several puffs from the cigarette - suggesting that this is not his first time.
But he is also seen coughing occasionally.
Instead of taking the cigarette away from him, onlookers laugh at him.
A woman is seen scolding him but she does not confiscate the cigarette either.
This video clearly highlights the scale of China's tobacco habit.
It is believed that around 300 million people in China smoke.
