According to The Post, Damon claimed she does not remember anything but acknowledged her "disastrous behavior" in an e-mail to embassy staff and apologised after she was informed of what she had done. She was on an assignment in Baghdad and was too busy to have a meal before drinking.

"It’s been an extremely stressful time, I was exhausted, I had not had proper food all day and clearly miscalculated how my body would handle the alcohol consumed. Needless to say, I am utterly mortified and take full responsibility for my actions, which are inexcusable," Damon wrote in the email according to The Post.
